Budgeting a downtown parking lot improvement, line by line

A downtown parking lot looks like the simplest project in a city's capital plan: flat, rectangular, no traffic to manage. Mobilization and traffic control

Small on a parking lot compared to road work, but not zero. If the lot serves active downtown businesses, phasing the work so half the lot stays open costs more than closing it entirely: extra mobilizations, temporary barriers, and slower production. Decide early whether business access during construction is worth that premium. Merchants usually say yes; the budget needs to say it too.

Demolition and removals

Sawcutting, breaking out the old pavement, removing curbs and islands, and hauling it all away. Two things move this number. First, disposal: if the existing asphalt can be milled and recycled, hauling costs drop. Second, surprises: abandoned fuel tanks, old slabs under the pavement, and undocumented utilities live under old downtown lots. A geotechnical bore or two before design is the cheapest insurance a city can buy.

Subgrade preparation, the line that separates bids

This is the item to scrutinize hardest. After demolition, the exposed soil must be proof-rolled, and soft areas removed and replaced or stabilized, often with lime or cement in the expansive clays common across central Texas. A bidder who carries generous subgrade treatment is pricing the lot to last twenty years. A bidder who carries none is pricing it to be someone else's problem in five. When bids are far apart, the difference is usually hiding right here. Ask every bidder how much subgrade stabilization is in their number and compare like for like.

Drainage

Water destroys pavement from below, and parking lots are big flat surfaces that collect a lot of it. The drainage line covers regrading to positive slopes, inlets and storm pipe where sheet flow will not work, and tying into the city's storm system. Skimping here to save money is a false economy: the cost of a failed base a few years on will dwarf the inlet you deleted. If the lot floods today, say so in the bid documents and make bidders solve it in the base bid, not in a change order.

Base and paving

The structural section: flexible base compacted in lifts, then asphalt, typically placed in two courses on municipal work. Thickness should come from the geotech report and the traffic, not from habit. A lot that hosts garbage trucks and delivery box trucks on one drive aisle needs a heavier section on that aisle than in the stalls, and a good design says so instead of paying for the heavy section everywhere.

Concrete: curbs, islands, sidewalks, and ADA

Curb and gutter, landscape islands, dumpster pads, and the accessible route. The ADA scope deserves its own attention: accessible stalls in the right count and location, access aisles, compliant ramps to the sidewalk, and signage. Accessible stalls and their aisles may not exceed a 2 percent slope in any direction, which constrains where on the lot's grade they can go. Retrofitting a non-compliant accessible stall after final inspection means sawcutting new concrete, so this gets designed first, not striped last. Striping, signage, and lighting

Striping and signs are a small line but a visible one, and layout is where a rebuild earns back stalls: modern layout on an old lot often recovers spaces lost to decades of ad hoc restriping. Lighting is the discretionary item that most changes how a downtown lot performs after dark. If the budget cannot carry new poles now, at least place the conduit under the new pavement. Conduit is cheap before paving and painful after.

Contingency, honestly sized

For a downtown lot with unknowns underground, carry ten percent, more if there was no geotechnical work. A contingency is not padding; it is an admission that hundred-year-old downtowns keep secrets. If it goes unspent, it returns to the city.

Where cities typically overspend

Not on the asphalt. Overspending happens through re-work: drainage corrected after paving, ADA stalls rebuilt after inspection, and change orders born from unknowns nobody drilled a bore hole to find. The pattern in every case is money saved on paper during design and repaid with interest in the field. The cheapest parking lot is the one built once.
