Every city manager eventually faces the same question about an aging street: resurface it, or tear it out and start over? The price difference is dramatic. A mill-and-overlay typically costs a fraction of full-depth reconstruction, which is why overlays are the default answer in most capital plans. Sometimes that default is right. Sometimes it means paying to resurface a road twice in five years because the real problem was never in the surface at all.
Here is how we walk clients through the decision, and the signs we look for before we put a number on paper.
What each method actually does
A mill-and-overlay removes the top one and a half to two inches of asphalt with a milling machine, then places a new surface course on the existing base. It restores ride quality, seals the surface against water, and resets the clock on surface distress. What it does not do is touch anything underneath.
Full-depth reconstruction removes the pavement and the base down to the subgrade, corrects whatever is failing down there, then rebuilds the structure from the soil up: stabilized subgrade, new base, new asphalt. It costs more and takes longer, but you get a new road, not a new surface on an old road.
The decision, then, is really a diagnosis: is the problem in the surface, or in the structure?
Three signs the problem is structural
1. Alligator cracking. Interconnected cracks that look like reptile skin mean the pavement is flexing under load because the base or subgrade beneath it has lost support. An overlay placed over alligator cracking will reflect those same cracks through the new surface, often within two winters. If alligator cracking covers more than roughly a quarter of the pavement area, an overlay is money spent postponing the inevitable.
2. Rutting and shoving. Wheel-path depressions and rippled, pushed asphalt tell you the layers below are deforming. Milling can remove shallow surface rutting, but deep ruts that return after previous overlays point to base failure. Run a straightedge across the lane: ruts deeper than about half an inch deserve coring before anyone quotes an overlay.
3. Recurring potholes and patches in the same spots. A pothole is a symptom. When the same locations fail year after year despite patching, water is getting into the base, usually because drainage has failed. Overlaying a road with a wet base is the single most common way cities waste paving money. Fix the drainage and the structure, or plan to be back soon.
When an overlay is genuinely the right call
If the distress is surface-level (block cracking, raveling, oxidation, minor longitudinal cracks) and the base is dry and sound, an overlay is not a compromise. It is the correct engineering answer and the responsible use of your budget. A well-timed overlay on a structurally sound road can add ten to fifteen years of service life. The key phrase is well-timed: overlays are preventive. Wait until the structure fails and the cheap option disappears.
How to know for certain: core it
Visual inspection narrows the answer. Coring settles it. A pavement core tells you the actual asphalt thickness, the base depth and condition, and whether moisture is present where it should not be. On municipal work we recommend coring before bidding any project where the answer is not obvious, because it protects the city both ways: it stops you from over-buying reconstruction on a road that only needed a surface, and from under-buying an overlay that will fail early. It is a small line item that de-risks a large one.
The hybrid option cities overlook
Many streets do not need a binary answer. Full-depth patching of the failed sections, followed by an overlay across the whole surface, addresses localized structural failure without paying reconstruction prices for the entire street. It requires a contractor willing to mark out the failed areas properly rather than one incentivized to sell you the biggest scope.

Questions we hear from city managers
How long does each option last?
A properly placed overlay on a sound structure: ten to fifteen years. Full-depth reconstruction: twenty to thirty. An overlay on a failing structure: sometimes less than five, which is the outcome to avoid.
Can you phase reconstruction to spread the cost across budget years?
Yes. Streets can be reconstructed in segments across fiscal years, and utility-heavy sections can be sequenced with other capital work so the street is only opened once.
Does traffic have to shut down?
Overlays usually run under lane closures with flaggers, often at night. Reconstruction needs longer closures, but detour phasing keeps businesses accessible. We plan traffic control into the bid, not as a change order.
What should we ask every bidder?
Ask what they found in the cores, how much full-depth patching is in the number, and what the drainage scope is. If a bid for a distressed street contains no patching and no drainage work, the low price is telling you something.
